[sdpd] XRDU:RIET: Updated Gretep and Poudrix software by Jean Laugier and Bernard Bochu

A quick post that within the LMGP suite for Windows by Jean Laugier and
Bernard Bochu, there are new bugfix versions of :

- Gretep (Grenoble Thermal Ellipsoids Plot Program) and 
- Poudrix (Powder Pattern Calculation of Synchrotron/Laboratory X-ray and
        Neutron Powder Diffraction Patterns) 

The main fix is for some problems importing CIF files. 

There is also a new small program, Tstcif, that tests CIF files and
displays the problems that may have caused Gretep or Poudrix to reject
them.
