In the case of an Internet-based course, I would rather
use a "capacity to access Internet" as a criterion.
Moreover, no student currently pays the fees by itself.
The institutions take the registration in charge.

Lachlan may suggest to Philips, Bruker and Rigaku
(plus some others) to sell their diffractometers at a cost
determined on a "capacity to pay" basis. And the same
for a computer sold by DELL, or a software sold by MSI.
That logic has some limits. Even IUCr does not practice such
a "capacity to pay" method when calculating the registration
fees to their International Congress. And the 4-stars hotel
selected for the EPDIC-7 in Barcelona (a so wonderful place)
has no such policy as well. Sleeping 2 nights is equivalent to the
1625 FF of the reduced SDPD Course fees. And for that money,
you will not eat...

Are there several powder diffractometers in Bangladesh ?
