[sdpd] Bugfix version of celref now available

There is a new version of the celref unit-cell
refinement program for windows now available.
This is also useful for helping with spacegroup
assignment from powders.

and Bernard Bochu)

The main bug fixes for this update are:
  The offset value dispayed on the screen was different 
  from the value displayed in the Celref.out file 

  The acquisition of measured peaks as theta angle 
  was wrong.

If you have an old version of celref, definitely update.
